DOT Consortium Enrollment ยท FMCSA Compliant

Owner-Operator DOT Compliance.
Done Right from Day One.

Federal regulations require every owner-operator to enroll in a C/TPA consortium for DOT random drug and alcohol testing before operating under their own DOT authority. Skyside Compliance handles your consortium enrollment, Clearinghouse registration, and pre-employment test so you are compliant before your first load.

Why You Cannot Skip This

Under 49 CFR Part 382, every CDL driver operating under FMCSA authority must participate in a DOT drug and alcohol testing program. As an owner-operator, you do not have an employer running that program for you. That means you are required by federal regulation to designate a C/TPA to manage your consortium enrollment and random testing obligations.

Operating without a valid consortium enrollment is a federal violation. If an FMCSA auditor or roadside inspector identifies that you are not enrolled in a compliant testing program, you face civil penalties and potential out-of-service orders that ground your truck and stop your income.

Most new owner-operators learn about this requirement after their first audit. Skyside makes sure you know before your first load.

Everything You Need in One Enrollment

  • Consortium enrollment: Your name added to the Skyside random testing pool, satisfying the FMCSA requirement for C/TPA participation.
  • Pre-employment drug test coordination: Required before your first safety-sensitive function under your own authority.
  • FMCSA Clearinghouse registration: Your C/TPA designation recorded in the Clearinghouse so your obligations are properly tracked.
  • Random selection participation: You are included in the pool and notified promptly when you are selected for a random test.
  • Collection coordination: We coordinate your testing through a qualified collection site network across Washington State.
  • MRO result management: Your results reviewed by a Medical Review Officer and reported correctly.
  • Ongoing compliance support: We notify you of regulatory changes affecting your program and answer your compliance questions year-round.

How Enrollment Works

The process is straightforward. Most owner-operators are fully enrolled and have their pre-employment test completed within two to three business days of contacting us.

  1. Contact Skyside Compliance Call (425) 476-7197 or submit our contact form. Tell us your DOT number, your operating authority status, and whether you have previously been enrolled in a consortium.
  2. Complete Your Enrollment Agreement We send you a straightforward enrollment agreement. No complex paperwork. We capture what we need to add you to the consortium and designate Skyside in the Clearinghouse.
  3. Complete Your Pre-Employment Test We coordinate your pre-employment drug test at a collection site convenient to your location in Washington State. Results come back through our MRO network.
  4. Clearinghouse Registration Confirmed We register your C/TPA designation in the FMCSA Drug and Alcohol Clearinghouse. You receive confirmation that your program is active and compliant.
  5. You Are Covered You are now enrolled in a compliant consortium, your Clearinghouse is current, and you have documentation to produce if an auditor asks. We handle your randoms and notify you when you are selected.

The Risk Is Not Worth It

Owner-operators who begin hauling without a valid C/TPA consortium enrollment are in violation from their first mile under their own authority. Unlike large carriers who might have a compliance department to catch and fix gaps, an owner-operator has no buffer. The violation is yours alone and the consequences hit your income directly.

Brokers and shippers are checking Clearinghouse status more frequently than ever. A compliance flag on your record does not just create a regulatory problem. It can end a dispatch relationship immediately.

  • Civil penalties up to $10,000 per violation under FMCSA regulations
  • Out-of-service orders grounding your truck immediately
  • Failed compliance reviews on your safety record
  • Rejected loads from shippers and brokers verifying compliance
  • Personal liability in the event of an accident while non-compliant
  • Clearinghouse violations that follow your record indefinitely
